Mr. Baptiste was born on the 14th October 1947. He attended the Bolan's Primary and Secondary schools and the St. Thomas (USVI) High School. He later received culinary training which has enabled him to be a chef. He is married to Mrs. Ithlane Baptiste, Principal of the Ottos Comprehensive School.

Mr. Baptiste has been the Member of Parliament for the St. Mary's South Constituency for two consecutive terms.

'Brother B', as he is affectionately known, has been a member of various village community groups. He has been active advocate on behalf of housing development and other issues facing his constituency. His number one concern:the development of the young people in his constituency.
