A Creative Economy will harness the knowledge, imagination
and passion of the uniquely talented Barbadian people.
The fusion of the arts with business and technology
will give us a new economic sector with the potential
to propel the economic growth of our nation. Cultural
Industries can be a key
component of the Creative Economy.
They include:
ARTS AND CULTURE: Performing Arts, Visual Arts, Literary
Arts, Photography, Craft, Libraries, Museums, Galleries,
Archives, Heritage Sites, Festivals and Arts supporting
Enterprises.
DESIGN:
Advertising, Architecture, Web and Software, Graphics,
Industrial Design, Fashion, Designer
Fabrics, Communications, Interior and Environmental.
MEDIA:
Radio, Television and Cable, Digital Media (including
Software and Computer Services) Film and Video, Recorded
Music and Publishing.
We
will:
- Utilise
arts, design and media within the school curriculum
as learning tools for all levels of education
- Expand
technical and artistic education at the level of
the University of the West Indies, Barbados Community
College, TVET, Erdiston Teachers’ Training
College and Polytechnic
- Create
a National Performing Arts School as a forerunner
to the establishment of a National Performing Arts
Company
- Establish
Creative and Craft Centres
- Introduce
Cultural Industries Development Legislation to ensure
the sustainability of these industries. This new
legislative and regulatory framework will:
- Increase
the range of tax incentives offered to practitioners
and investors in the Cultural Industries to encourage
greater participation by the private sector.
- Grant
tax incentives for individuals and corporations
purchasing local art.
- Establish
a Fund to promote the creation of public art in
Barbados, to finance the performing arts and media
and software development and design.
- Allocate
1% of the total cost of new government buildings
to the acquisition of local artwork
A BLP
Government will establish:
- A National
Art Gallery
- A Cultural
Project Management Office at the National Cultural
Foundation
- A National
Cultural Resource and Documentation Centre
- A Public
Broadcasting Service for the Arts and Arts Education
- A Film
Production Unit
- A Cultural
Archive and Registry Institute including electronic
archives, to prepare all creative works produced
in Barbados
- A Festival
and Events Bureau to market cultural products and
services
PRESERVING
THE 100 % BAJAN WAY OF LIFE.
The Barbados
Labour Party has introduced a number of initiatives
that have fostered renewed respect for and new pride
in Barbadian culture.
We have
taken various initiatives to preserve our traditional
Bajan cultural values, including rejuvenating NIFCA
as our premier national festival. We also now celebrate
National Heroes Day and Emancipation Day as public
holidays.
The
BLP will:
- Continue
to support the unique 140-year old Barbados Landship
Movement
- Make
a strong case for Bridgetown to be designated a
UNESCO World Heritage Site
- Publish
for use in our schools the “Social History
of Barbados”, commissioned in 2001
- Ratify
International Conventions for the protection of
our Cultural Heritage
- Refurbish
the facilities at Queen’s Park and at the
Empire Theatre.
- Continue
our programme for the revival of traditional Bajan
customs, proverbs, games, cuisine and other activities
such as the Service of Song, Tea Meetings and Christmas
Scrubbing Create a Walk of Fame to honour our cultural
heroes Commission a book on Folk History and practices
