Mr. Bernard E. Welsh of Haynes Smith Village is a consulting engineer in the construction industry a position he has worked since November 2004.
Prior to that he served as the Assistant Water Engineer / Manager of the St. Kitts Water Services Department, in the Ministry of Public Works, Utilities, Transport and Post between September 2002 and October 2004. A position he was transferred to by the government of St. Kitts subsequent to his post as project manager of the St. Kitts electricity Generation Expansion Project. He served in various engineering positions at the Electricity Department including Ag. Chief Engineer and Manager between 1991 to September 2002.
Bernard Welsh is an Engineer by training and was educated at the University of the West Indies, St. Augustine, Trinidad where he obtained a Bachelor of Science B.Sc (Eng) Degree in Engineering. He served as a Tutor in Mathematics and Statistics at the Faculties of Social Sciences and Natural Sciences at the University of the West Indies from 1994 to 2000. Certification in Damage Cost Assessment, Integrated Quality Management SystemISO9000:2000 and Internal Auditing.
He has taught at the primary, Secondary and Tertiary levels. The Energy Liaison and St. Kitts Nevis Representative to Caribbean Energy Information System (CEIS) and Latin American Energy Organisation (OLADE) 1997 to 2004. He has held several positions on community, sporting, academic and professional organization including PRO and Secretary Haynes Smith Youth Club (HSYC) 1984 to 1991, Executive member St. Kitts Amateur Basketball Association, Executive Member UWI Students Guilds 1988, Treasurer of the Basseterre High School Students’ Council, Chair man of Village-O –Rama 1989 , Executive member Miss Caribbean Talented Teen (1984 to 1991), Co- Founder of Panskan, Chairman Panskan (1992 to 1995), Member Caribbean Council of Engineers – Regional Negotiation Machinery/ WTO Construction Services Sector (2002).
Bernard Welsh received his early education at the St. Georges School (aka Sprottt School), Basseterre Boys School, Basseterre Junior and High Schools. He took active part in the schools extra curricula activities, played football and basketball at the local level. He served as a member of the UWI chess team.
His hobbies include cricket, foot ball, basketball, athletics, hiking, music, chess, calypso, Mas, pan, travel and photography.
Bernard Welsh is married to N. D. A. Welsh and they have two children.
