Marcella Liburd was born on the 10th July 1953 in Basseterre. She attended Basseterre Girls School and Basseterre High School before moving abroad to study. She graduated with a Bachelor of Arts from the University of the West Indies in 1976, a Bachelor of Law (Hons) in 1992 and an L.E.C from the Norman Manley Law School in 1994.

Marcella worked as a teacher at Basseterre and Cayon high schools until she was admitted as a barrister and Solicitor of the Eastern Supreme Court in 1994. In 1995 Marcella began her political career. She was appointed Secretary of the Labour Party in 1997, Speaker of the National Assembly in 2004 and Candidate for Constituency No. 2 in 2008.

In her capacity as a barrister and solicitor she has assisted in drafting pieces of legislation including the Domestic Violence Act and Equal Pay Act. As a Senator and as Speaker of the National Assembly she has helped educate the public, particularly women and children, regarding their rights to maintenance, divorce and property ownership.

Marcella is actively involved in the community, she has participated in the Basseterre High School ‘Job Attachments’ program for the past 5 years, taking students into her chambers and training them on various aspects of the law. She has also coached various St. Kitts Netball teams as well as presiding over the National Netball Association.
