Norwell Elton Alanby Harrigan was a former Chief Secretary of the British Virgin Islands.
Early life and education
Norwell Elton Alanby Harrigan was born in Tortola, British Virgin Islands on 15 March 1918 to Allan wilford Norman Harrigan and Althea Montclair Harrigan.
Harrigan had an outstanding career as a BVI and USVI educator, as well as an outstanding historian and BVI civil servant. He served as Chief Secretary from 1961 to 1966.
In his later years he became the director of the Caribbean Research Institute at the College of the US Virgin Islands before retiring in 1984.
Honours and awards
Harrigan was appointed a Member of the Most Excellent Order of the British Empire (MBE).
Harrigan was a founding member and officer of the League of British Virgin Islanders
Death and legacy
Harrigan died on 19 July 1990 in Allegheny, PA, United States, aged 72.
The Annual Dr. Norwell E. Harrigan Memorial Scholarship Luncheon was estabished in his memory. The annual luncheon is a fundraising event for the BVI League to provide young British Virgin Islanders with financial assistance to attend the University of the Virgin Islands for two years.
