Reuben Theodore Meade
Former Chief Minister and Premier of Montserrat

Reuben Theodore Meade is a politician from Montserrat, a veteran lawmaker and the former Premier. He served previously as the territory's Chief Minister from 10 October 1991 to 13 November 1996.

Early life and education

Reuben Theodore Meade holds a degree in economics from the University of the West Indies and has completed studies in management, agriculture economics, marketing management, project preparation and appraisal and agricultural finance and management.

Career

Meade began his political career after friends and community leaders were impressed with the way he managed the island’s reconstruction programme, following Montserrat’s devastation from Hurricane Hugo in 1989. The Economist by Trade formed the National Progress Party (NPP) in 1991 and on a campaign to see Montserrat develop to be more self-reliant, Reuben Meade took office as the Chief Minister until 1996.

His commitment to see Montserrat become economically self-sustaining has kept Premier Meade in the legislature continuously from 1991 until the present day. NPP was renamed the Movement for Change and Prosperity (MCAP) and in September 2009, they received the overwhelming support of voters to form a new government without the need for coalition partners.

Meade has held positions as the Director of Development for the Government of Montserrat, director and project manager of L&M Construction and served as a Member of Parliament and leader of the opposition from 1997-2006. 

Prior to the 2014 election, Meade held the portfolio of Premier & Minister of Finance with responsibility for Local Government, Immigration, Information Communication, Regional and International Affairs, Tourism, Economic Development and Trade.

The 2014 elections saw the defeat of the MCAP. Meade finished seventh in the vote total, retaining his seat in the Legislative Assembly. Meade continued in the Legislative Assembly as Opposition Leader but resigned his seat in October 2016. Dr. Samuel Joseph retained the seat for MCAP in the 30 January 2017 by-election.

Personal life

Married for more than 35 years to ordained minister Joan DelSol Meade, Premier Meade considers his hobby to be construction and can be found on weekends helping persons in the community to accomplish their dream of home ownership. The University of the West Indies graduate is the father of five and is also a sports and health enthusiast.

President of the Montserrat Cricket Association, Meade was awarded the Montserrat Certificate and Medal of Honor for his assistance during the disaster of Hurricane Hugo in 1990.
