Norrell Hull was born in St. Vincent and the Grenadines. He attended Barrouallie Anglican School followed by Intermediate High School. After high school, he joined the Teachers Training Centre and was employed as a teacher at both Barrouallie Anglican School and Layou Government School. Norell then went on to join the Bermuda Police Training School, where he rose to the rank of Detective Chief Inspector.
He has numerous qualifications from the D.E.A Academy (Drug Investigative Techniques), Met. Police College – Toronto, Canadian Police College (Senior Management & Drug Investigation), F.B.I Academy (Senior Drug Management) and Camden University Bsc (Criminology).
Norrell has six Commissioners Commendations, Chief Justice Commendation, US Navy Commanding Officers Commendation and Speaker of the House Commendation. He was also a former Junior Minister of the Ministry of Communication and Works – St. Vincent and the Grenadines.
Throughout his career he has been an active member of the community. He was Chairman of St. Vincent and the Grenadines Soufriere Committee (responsible for raising $31,000 US for victims of the Soufriere eruptions in 1972, together with two containers of foodstuff and clothing). He was also a member of the Bermuda Police Choir and manager of the Bermuda Police cricket and football teams.
