Triple "A" Housing Accessible, Available, Affordable

The resources of Government are not infinite, but the aim of the DLP will be to create the environment where all Barbadians, including persons with disabilities, will have access to comfortable
shelter. We are aware that housing is one of the survival needs of the family. We will therefore unleash a massive housing programme aimed at providing opportunities for home ownership to low-income earners.

LOW INCOME HOUSING

  • Remove all duties and taxes on the building materials component of houses valued up to $150,000.
  • On houses valued in excess of $ 150,000, prospective homeowners will derive benefit from the removal of all duties and taxes on the building materials component of the house valued up to $150,000.
  • Offer 40-year flexible family mortgages, so that when one member dies, the family will continue payments.
  • Build units for persons with disabilities.
  • Encourage by way of incentives Insurance coverage of every house.
  • Provide financial incentives to aid in low income housing development by indigenous Barbadian companies.
  • Newlyweds who are paying rent will be allowed to claim a maximum of $6,000 tax free for the first year.

GOVERNMENT HOUSING

In many government housing estates, tenants have been paying rent for 20, 30, 40 years. These persons would have
already paid for these houses if they had been paying a mortgage.

This is what we will do for you:

Allow all persons living in NHC housing and paying rent for a period of twenty years or more, to own these houses or units with the payment of a small fee, for his/her title deed.

  • Persons living in units for less than the twenty years will be given the opportunity to own the units through the provision of an interest free loan, through arrangements with cooperative Credit Unions or a National Housing Fund, to cover the years required to qualify.
  • In case of such sales the NHC will operate as a Condominium Management Company for the up-keep of the grounds, play parks and for the maintenance of the roofs, wells and uniformity of block units.
  • Construct low income 2/3 bedroom detached houses for sale /rent to serve as a stepping stone for those tenants who become financially able to move on.
  • Construct 4 bedroom units to cater to large families.
  • Construct units to accommodate fire victims and welfare cases.
  • Set up a Customer Care Department at the NHC.
  • Set up Tenants Associations on government estates as well as a National Umbrella body.
  • Tenants Associations will be given legal standing and the national body will be given representation on the board of the NHC.
  • Introduce early-bird incentives to encourage tenants to pay rent on time.
  • Provide mortgages for first home owners on government land which will allow moratorium of the repayment on the land potion of the property development loan.
